This is an excellent and original example of a Waffen-SS enlisted man’s (EM/NCO) collar tab, featuring the Maltese cross-style device. This insignia was specifically produced for soldiers (NCO ranks) of the:

29. Waffen-Grenadier-Division der SS (Russische Nr. 1)
Occasionally referred to as the 1st Russian SS Division

This collar tab is of the RZM-style pattern, embroidered in silver-grey linen on a black wool base. It features a standard brown buckram stiffener backing, with white machine stitching on the reverse — a typical trait of Dachau depot production.
